The module is required to ensure that all needed resources are available, to provide the most effective use of surgical teams, to help plan the surgical department case day and to ensure incorporation of emergency cases.
The Surgical Patient Scheduling ( Theater Management / Operating Room Management ) module should provide a totally flexible way of utilizing the hospitalís operating rooms facilities by using an organizational or scheduling tools by staff at all levels within the hospital .

The following has been extracted from a recent RFP. I've included it here for your reference. It may prove useful for anyone preparing such a document.

Surgical Patient Scheduling Module

Description
The module is required to ensure that all needed resources are available, to provide the most effective use of surgical teams, to help plan the surgical department case day and to ensure incorporation of emergency cases.
The Surgical Patient Scheduling ( Theater Management / Operating Room Management ) module should provide a totally flexible way of utilizing the hospitalís operating rooms facilities by using an organizational or scheduling tools by staff at all levels within the hospital .

1 Schedule Patients for Surgery
2 Handle Same Day Surgery
3 Manage reservations and waiting lists by assigning priorities
4 Handling multiple operating rooms ( i.e. elective and emergency )
5 Allow authorized departments to view the operating rooms information
6 Handle standard coding of procedures ( ex: OPCS4 codes )
7 Provide sensitive archiving facilities
8 Book elective patients from the Waiting List Module
9 Allow users to allocate free operating room time to a doctor
10 Allow multiple bookings for the same patient ( ex: different surgical cases )

22 Handling of session allocations ( ex: schedule of surgeons allocated to an operating room )
23 Ability to set up pre-weekly/monthly patterns for surgeonís sessions
24 Allow users to inquire on a surgeonís booking and update patient data
25 Allow for rescheduling sessions if an operating room is not available
26 Ability to transfer patientís from one surgeon to another
27 Automatically allocate the first session available for a surgeon
28 Allow for the same surgeon to be allocated to different operating rooms
29 Allow to create valid operating room sessions for any given date range
30 Allow operating rooms to be closed at weekends and public holidays
31 Allow users to set up schedules as well as emergency operating rooms
32 Allow for closure of operating rooms ( ex: due to equipment unavailability )
33 Re-allocate patients automatically to the next available session if a schedule operating room is unavailable
34 Allow for changes , rescheduling , and cancellation of bookings

52 Update the waiting list module once the operation is completed

54 Allow for basket handling of supplies for patient
55 Account for return to inventory of unused supplies
56 Interface with supply for return for sterilization
57 Allow ordering drugs required at time of surgery
